Students arrive at Portland OIC from a range of sources. Some arrive off the street; some are referred from Portland Public School counselors in connection with learning difficulties or attendance problems, or by Child Protective Services in connection with placement in new foster families. Some are brought in by families who are looking for available options after expulsion from Portland Public Schools or time with the Juvenile Justice system.
